In a large bowl, combine the ground lamb, onion, garlic, parsley, mint, cumin, coriander, paprika, cayenne pepper (if using), salt, and black pepper. Mix well with your hands until all ingredients are evenly distributed.
Wet your hands with cold water. Take a small amount of the lamb mixture (about 1-2 tablespoons) and shape it into a small, oblong kofta. Repeat with the remaining mixture.
Prepare your grill or frying pan. If grilling, preheat to medium-high heat. If pan-frying, heat olive oil over medium heat.
Grill or pan-fry the kofta for about 3-4 minutes per side, or until they are cooked through and nicely browned. Ensure the internal temperature reaches 160°F (71°C).
While the kofta are cooking, prepare the yogurt-mint dip: In a small bowl, combine the yogurt, mint, lemon juice, and salt. Stir well to combine.
Serve the mini lamb kofta warm with the yogurt-mint dip.
