Scrub the clams thoroughly under cold running water. Discard any clams that are open and don't close when tapped.
Melt the butter in a large pot over medium heat. Add the minced garlic and red pepper flakes (if using) and cook until fragrant, about 1 minute.
Pour in the sake and soy sauce (if using) and bring to a simmer. Add the clams to the pot.
Cover the pot and steam the clams for 5-8 minutes, or until they have all opened. Discard any clams that do not open.
Squeeze lemon juice over the clams. Garnish with sliced green onions and serve immediately. Enjoy with crusty bread for dipping into the flavorful broth.
