Preheat oven to 200°C (400°F).
In a large skillet or frying pan, heat 2 tablespoons of olive oil over medium heat. Add the sliced onions and cook, stirring occasionally, until softened and caramelized, about 20-25 minutes. Add balsamic vinegar (if using) during the last 5 minutes and stir well.
While the onions are caramelizing, toss the halved Jersey Royal potatoes with the remaining 2 tablespoons of olive oil, chopped rosemary, salt, and pepper in a large bowl. Make sure potatoes are well coated.
Spread the potatoes in a single layer on a baking sheet.
Roast in the preheated oven for 20-25 minutes, or until the potatoes are tender and slightly golden brown.
Remove the potatoes from the oven and toss with the caramelized onions.
Serve immediately. Garnish with extra rosemary sprigs, if desired.

For extra flavor, add a clove or two of minced garlic to the onions during the last few minutes of cooking.
If the potatoes are browning too quickly, reduce the oven temperature slightly.
