Prepare the leeks: Thoroughly wash the leeks, removing any dirt trapped between the layers. Cut off the dark green parts and the root end. Slice the remaining white and light green parts thinly into rounds.
Prepare the sauce: In a small bowl, whisk together the soy sauce, rice vinegar, sesame oil, and brown sugar. Set aside.
Heat the wok or skillet: Heat the vegetable oil in a wok or large skillet over medium-high heat. Make sure the wok is hot before adding ingredients.
Stir-fry the aromatics: Add the minced garlic and ginger to the hot oil and stir-fry for about 30 seconds, until fragrant, being careful not to burn them.
