**Prepare the Pampushky Dough:** In a large mixing bowl, combine the warm water, sugar, and yeast. Let it sit for 5-10 minutes, or until foamy. This indicates the yeast is active.
Add the vegetable oil, salt, and 2 cups of flour to the yeast mixture. Mix with a wooden spoon or spatula until a shaggy dough forms.
Gradually add the remaining 2 cups of flour, mixing until the dough starts to come together. The dough will be slightly sticky. If the dough is too wet, add flour 1 tablespoon at a time until it forms a ball.
Turn the dough out onto a lightly floured surface and knead for 5-7 minutes, or until smooth and elastic. The dough should no longer be overly sticky.
Place the dough in a lightly oiled bowl, turning to coat. Cover with plastic wrap or a clean kitchen towel and let it rise in a warm place for 1-1.5 hours, or until doubled in size.
**Prepare the Garlic Butter:** While the dough is rising, melt the butter in a small saucepan or in the microwave. Add the minced garlic, parsley (if using), and salt. Stir well to combine. Set aside.
**Assemble the Pull-Apart Bread:** Preheat oven to 375°F (190°C). Grease a 9x13 inch baking pan.
Punch down the risen dough to release the air. Turn the dough out onto a lightly floured surface.
Roll out the dough into a large rectangle, approximately 12x18 inches. Brush the entire surface of the dough with half of the garlic butter mixture.
Cut the dough into strips approximately 2 inches wide. Stack the strips on top of each other, then cut the stacked strips into 2-inch pieces.
Arrange the dough pieces randomly in the prepared baking pan. Drizzle the remaining garlic butter evenly over the dough pieces.
**Bake the Bread:** Cover the baking pan loosely with aluminum foil and bake for 15 minutes. Remove the foil and bake for an additional 10-15 minutes, or until the bread is golden brown and cooked through. The internal temperature should reach around 200°F (93°C).
Let the bread cool in the pan for a few minutes before serving. Pull apart and enjoy!

For a richer flavor, use salted butter in the garlic butter. Adjust salt to taste.
If you don't have fresh parsley, you can use dried parsley (1 teaspoon).
To check if the bread is done, insert a wooden skewer into the center. If it comes out clean, the bread is ready.
For a crispier crust, brush the top with a beaten egg before baking.
