Boil the Jersey Royal potatoes until tender, about 15-20 minutes. Drain and allow to cool slightly.
While the potatoes are cooking, prepare the lobster mixture: In a bowl, combine the lobster meat, mayonnaise, lemon juice, chives, celery, salt, and pepper. Mix gently to combine.
For the potato salad, halve or quarter the slightly cooled Jersey Royal potatoes. In a bowl, mix with Jersey double cream, spring onions, mint, white wine vinegar, salt, and pepper. Adjust seasoning to taste.
Melt the Jersey salted butter in a small pan over medium heat.
Brush the inside of each Jersey milk bread roll with melted butter and toast in the pan until golden brown and crusty.
Fill each toasted roll with the lobster mixture. Serve immediately with the Jersey Royal potato salad on the side.
