Preheat your oven to 220°C (200°C fan/Gas Mark 7). Lightly grease a baking sheet.
In a large bowl, sift together the flour, baking powder, salt, and pepper.
Rub the cold, cubed Jersey butter into the flour mixture using your fingertips until it resembles breadcrumbs.
Stir in the grated cheddar cheese and chopped chives.
Add the mashed Jersey Royal potatoes to the bowl and mix gently to combine.
Gradually add the Jersey milk, mixing until a soft dough forms. Be careful not to overmix.
Turn the dough out onto a lightly floured surface and gently pat it out to a thickness of about 2cm (¾ inch).
Use a round cutter (approx. 6cm/2.5 inch) to cut out the scones. Re-roll any scraps to cut out more scones.
Place the scones onto the prepared baking sheet. Brush the tops with beaten egg, if using.
Bake in the preheated oven for 20-25 minutes, or until golden brown and well-risen.
Let the scones cool slightly on the baking sheet before transferring them to a wire rack to cool completely, or serve warm.
