Preheat oven to 375°F (190°C). Line a 12-cup muffin tin with paper liners or grease well.
In a large bowl, whisk together the flour, granulated sugar, brown sugar, baking powder, baking soda, cinnamon, and salt.
In a separate bowl, whisk together the Jersey milk, oil, egg, and vanilla extract.
Add the wet ingredients to the dry ingredients and stir until just combined. Do not overmix.
Gently fold in the diced Jersey apples and mashed Jersey Royal potato.
Prepare the streusel topping: In a small bowl, combine the flour, granulated sugar, brown sugar, and cinnamon. Cut in the cold Jersey butter using a pastry blender or your fingers until the mixture resembles coarse crumbs.
Fill each muffin cup about 3/4 full. Sprinkle the streusel topping evenly over the muffins.
Bake for 20-25 minutes, or until a wooden skewer inserted into the center comes out clean.
Let the muffins cool in the tin for a few minutes before transferring them to a wire rack to cool completely.
