In a large bowl, combine the flour, yeast, sugar, and salt.
Add the warm water and 2 tablespoons of olive oil. Mix until a shaggy dough forms.
Turn the dough out onto a lightly floured surface and knead for 5-7 minutes, or until smooth and elastic.
Place the dough in a lightly oiled bowl, turning to coat. Cover and let rise in a warm place for 30 minutes, or until doubled in size.
Preheat oven to 400°F (200°C). Line a baking sheet with parchment paper.
Punch down the dough and divide it into 12 equal pieces. Roll each piece into a long rope (about 8-10 inches).
Place the breadsticks on the prepared baking sheet.
In a small bowl, combine the minced garlic, dried Italian herbs, and 2 tablespoons of olive oil. Brush the mixture over the breadsticks.
Sprinkle with grated parmesan cheese.
Bake for 15-20 minutes, or until golden brown. Remove from oven and let cool slightly.
While the breadsticks are baking, prepare the parmesan dip. In a small bowl, whisk together the heavy cream, parmesan cheese, mayonnaise, garlic powder, and black pepper. Adjust seasonings to taste.
Serve the warm breadsticks with the parmesan dip.
