Preheat oven to 375°F (190°C). Lightly grease a 9x13 inch baking dish.
In a medium saucepan, melt 2 tablespoons of butter over medium heat. Whisk in the flour and cook for 1-2 minutes, stirring constantly, to create a roux.
Gradually whisk in the milk and heavy cream (if using) until smooth. Bring to a simmer, stirring constantly, and cook until the sauce thickens, about 3-5 minutes.
Remove from heat and stir in the shredded Canadian cheddar cheese, Dijon mustard, salt, and pepper until the cheese is melted and the sauce is smooth.
Pour a thin layer of the cheese sauce into the prepared baking dish. Arrange the cod fillets in the dish and pour the remaining sauce evenly over the cod.
In a small bowl, combine the breadcrumbs, parmesan cheese and remaining 2 tablespoons melted butter. Sprinkle the breadcrumb mixture evenly over the top of the sauce.
Bake for 20-25 minutes, or until the cod is cooked through and flakes easily with a fork, and the breadcrumb topping is golden brown and crispy.
Garnish with fresh chopped parsley before serving.
