In a large bowl, combine the green cabbage, red cabbage, carrots, red bell pepper, green onions, and cilantro.
In a small bowl, whisk together the peanut butter, lime juice, soy sauce, rice vinegar, honey, sesame oil, garlic, ginger, and red pepper flakes until smooth.
Pour the dressing over the slaw and toss to combine. Make sure the dressing is evenly distributed.
Sprinkle with the chopped roasted peanuts.
Serve immediately or chill for later. The slaw tastes best after the flavors have had time to meld for at least 30 minutes.
