Combine all ingredients (mint, cilantro, green chilies, ginger, garlic, lemon juice, cumin powder, amchur powder, and salt) in a blender or food processor.
Add 2 tablespoons of water initially and blend until a smooth paste is formed.
If the chutney is too thick, add more water, 1 tablespoon at a time, until you reach your desired consistency.
Taste and adjust seasoning, adding more salt, lemon juice, or chili as needed.
Transfer the chutney to an airtight container and refrigerate for at least 30 minutes before serving. This allows the flavors to meld together.

For a milder flavor, remove the seeds from the green chilies before adding them to the blender.
If you don't have amchur powder, you can use a little more lemon juice to achieve a similar tangy flavor.
