Preheat oven to 375°F (190°C). Grease and flour a 9x13 inch baking pan.
Prepare Jersey Royals: Cook until tender, then rice or grate finely. Set aside.
Make the crumble base: In a large bowl, combine flour, oats, brown sugar, granulated sugar, and salt. Cut in cold Jersey butter using a pastry blender or your fingers until the mixture resembles coarse crumbs. Stir in the riced/grated Jersey Royal potatoes.
Press half of the crumble mixture firmly into the bottom of the prepared pan. Save the other half for the crumble topping.
Make the apple filling: In a saucepan, combine sliced apples, lemon juice, cinnamon, nutmeg, and cornstarch. Cook over medium heat, stirring occasionally, until the apples are softened but still hold their shape, about 8-10 minutes. Remove from heat.
Spread the apple filling evenly over the crumble base.
Make the Black Butter topping: Gently warm the Jersey Black Butter in a small pan. Add the Jersey milk and stir until combined.
Drizzle the Black Butter mixture evenly over the apple filling.
Sprinkle the remaining crumble mixture evenly over the Black Butter layer.
Bake for 30-35 minutes, or until the topping is golden brown and the filling is bubbly. You can cover with foil for the last 10 minutes if the topping is browning too quickly.
Let cool completely in the pan before cutting into bars.
