In a large mixing bowl, whisk together the flour, sugar, baking powder, baking soda, and salt.
In a separate bowl, whisk together the egg, lukewarm milk, and lukewarm water.
Gradually pour the wet ingredients into the dry ingredients, whisking until a smooth batter forms. Avoid overmixing.
Stir in the melted butter.
Cover the bowl and let the batter rest for at least 30 minutes.
Heat a non-stick frying pan over medium heat. Grease the pan lightly with butter.
Pour one-fourth of the batter into the hot pan and spread it evenly to form a circle.
Cook for about 5-7 minutes, or until bubbles start to form on the surface and the edges are set. Do not flip.
Sprinkle 1/2 tablespoon sugar evenly over the surface of the pancake.
Cover the pan and continue to cook for another 3-5 minutes, or until the bottom is golden brown and the top is cooked through.
Remove the pancake from the pan and place it on a cutting board.
While the pancake is still hot, spread with a thin layer of butter (optional, but enhances flavour).
Sprinkle generously with chocolate sprinkles and shredded cheese.
Drizzle with sweetened condensed milk.
Fold the pancake in half to enclose the filling.
Cut the folded pancake into wedges and serve immediately.
