Place the Jersey Royal potatoes in a large pot and cover with cold water. Add a generous pinch of salt.
Bring to a boil over medium-high heat, then reduce heat and simmer gently for 15-20 minutes, or until the potatoes are tender when pierced with a fork.
While the potatoes are cooking, prepare the lemon-herb butter. In a small bowl, combine the softened Jersey butter, chopped parsley, chopped chives, lemon zest, lemon juice, salt, and pepper. Mix well until everything is evenly distributed.
Once the potatoes are cooked, drain them in a colander and return them to the pot.
Add the lemon-herb butter to the potatoes and gently toss to coat them evenly. The residual heat from the potatoes will melt the butter.
Serve immediately in a warmed serving bowl.
