Boil the Jersey Royal potatoes in salted water for 15-20 minutes, or until tender but still firm. Drain well and allow to cool slightly.
While the potatoes are boiling, prepare the chive cream cheese. In a bowl, mix the cream cheese with the finely chopped chives. Season with salt and pepper to taste. Set aside.
Once the potatoes are cool enough to handle, slice them into 1cm thick rounds.
Heat the Jersey butter and olive oil in a large frying pan over medium heat. Add the sliced potatoes and fry for 5-7 minutes on each side, or until golden brown and crispy. Season generously with salt and pepper.
While the potatoes are frying, toast the bagels until golden brown.
Spread each toasted bagel half with the chive cream cheese.
Top with the pan-fried Jersey Royal potatoes and then arrange slices of smoked salmon on top of the potatoes.
Squeeze a little lemon juice over the potatoes, if desired. Serve immediately.

If you don't have fresh chives, you can use dried chives, but fresh will provide the best flavour.

To keep the potatoes warm whilst preparing the bagels, keep them in a low oven.
