Preheat oven to 375°F (190°C). Grease and flour a 9x13 inch baking pan.
Make the crumble topping: In a large bowl, combine rolled oats, flour, brown sugar, granulated sugar, and salt. Cut in cold Jersey butter using a pastry blender or your fingertips until the mixture resembles coarse crumbs.
Reserve 1 1/2 cups of the crumble mixture for the topping. Press the remaining crumble mixture into the prepared baking pan to form the base.
Bake the base for 15 minutes, or until lightly golden.
Prepare the apple filling: In a saucepan, combine sliced apples, Jersey Black Butter, lemon juice, cinnamon, nutmeg, and grated Jersey Royal potato (if using).
Cook over medium heat, stirring occasionally, until the apples are tender but still holding their shape, about 8-10 minutes.
In a small bowl, whisk together cornstarch with 1 tablespoon of cold water. Stir the cornstarch slurry into the apple mixture and cook for another minute, or until the filling thickens slightly.
Pour the apple filling over the pre-baked crumble base. Sprinkle the reserved crumble topping evenly over the apple filling.
Bake for 25-30 minutes, or until the topping is golden brown and the filling is bubbling.
Let the bars cool completely in the pan before cutting into squares.
