**Prepare the Brown Rice:** Rinse the brown rice. In a medium saucepan, combine the rice and water. Bring to a boil, then reduce heat to low, cover, and simmer for 40-45 minutes, or until the rice is cooked and the water is absorbed. Fluff with a fork.
**Prepare the Chili:** Heat the olive oil in a large pot over medium heat. Add the onion and bell pepper and cook until softened, about 5 minutes. Add the garlic and cook for another minute until fragrant.
Stir in the vegetarian chili, black beans, chili powder (optional), cumin (optional), salt, and pepper. Bring to a simmer and cook for 15 minutes, stirring occasionally, to allow the flavors to meld.
**Assemble the Bowls:** Divide the cooked brown rice among four bowls. Top with the chili.
**Add Toppings:** Garnish with your favorite toppings, such as diced avocado, salsa, Greek yogurt or sour cream, shredded cheese, and chopped cilantro. Serve with lime wedges.
