Cook the ramen noodles according to package directions, but slightly undercook them (about 1 minute less than recommended) so they aren't too soft. Drain well and let cool slightly.
While the noodles are cooling, prepare the spicy mayo. In a small bowl, combine the mayonnaise, sriracha, and rice vinegar (if using). Adjust the amount of sriracha to your desired spice level. Set aside.
In a large bowl, whisk together the eggs, flour, soy sauce, sesame oil, salt, and pepper.
Add the slightly cooled ramen noodles and sliced green onions to the egg mixture. Mix well to ensure the noodles are evenly coated.
Heat the vegetable oil in a large frying pan or wok over medium heat. The oil should be hot but not smoking.
Using a spoon or your hands, form small patties from the noodle mixture (about 2-3 inches in diameter).
Carefully place the noodle patties into the hot oil, being careful not to overcrowd the pan. Fry for 3-4 minutes per side, or until golden brown and crispy.
Remove the fritters from the pan with a slotted spoon and place them on a plate lined with paper towels to drain excess oil.
Serve the ramen noodle fritters immediately with the spicy mayo dipping sauce.

For extra flavor, add other vegetables to the noodle mixture, such as shredded carrots, chopped cabbage, or bean sprouts.
If you want to make these vegan, substitute the eggs with a flax egg (1 tablespoon ground flaxseed meal mixed with 3 tablespoons water, let sit for 5 minutes) and use vegan mayonnaise.
Make sure the oil is hot enough before adding the fritters. If the oil isn't hot enough, the fritters will absorb too much oil and become greasy.
These fritters are best served immediately while they are still crispy. However, you can reheat them in the oven or air fryer to regain some of their crispness.
