Season the beef cubes generously with salt and pepper.
Heat the olive oil in a large Dutch oven or heavy-bottomed pot over medium-high heat. Brown the beef in batches, ensuring not to overcrowd the pot. Remove the beef and set aside.
Add the onion, carrots, and celery to the pot and cook until softened, about 5-7 minutes. Add the rutabaga and parsnips and cook for another 3-5 minutes.
Stir in the garlic and tomato paste and cook for 1 minute more.
Pour in the red wine and scrape the bottom of the pot to deglaze, releasing any browned bits.
Return the beef to the pot. Add the beef broth, bay leaves, thyme, and rosemary. Bring to a boil, then reduce heat to low, cover, and simmer for 2.5 - 3 hours, or until the beef is very tender.
If desired, thicken the stew: In a small bowl, whisk together the flour with 2 tablespoons of cold water to form a slurry. Stir the slurry into the stew and simmer for 5-10 minutes, or until thickened.
Remove the bay leaves, thyme sprigs, and rosemary sprig before serving.
Garnish with fresh parsley and serve hot.
