In a saucepan, combine the water, chocolate, and panela (or brown sugar).
Heat over medium heat, stirring constantly until the chocolate is melted and the sugar is dissolved.
Add the cinnamon stick and cloves (if using).
Gradually whisk in the milk, ensuring there are no lumps.
Continue to heat over medium-low heat, stirring frequently, until the hot chocolate is hot and slightly thickened (about 10-15 minutes). Be careful not to boil.
Remove the cinnamon stick and cloves before serving.
Pour the hot chocolate into mugs and place a slice of cheese into each mug. Serve immediately, allowing the cheese to melt into the hot chocolate.
