Preheat oven to 425°F (220°C). Grease a 12-cup muffin tin generously with vegetable oil. Place the greased muffin tin in the oven while it preheats.
In a mixing bowl, whisk together the flour and salt. In a separate bowl, whisk together the eggs and milk.
Gradually pour the wet ingredients into the dry ingredients, whisking until just combined. Do not overmix. Let the batter rest for 10 minutes.
Carefully remove the hot muffin tin from the oven. Quickly pour about 1 tablespoon of vegetable oil into each cup.
Working quickly, pour the batter into each muffin cup, filling them about 2/3 full. The oil will sizzle.
Bake for 20-25 minutes, or until the Yorkshire puddings are puffed up and golden brown.
While the Yorkshire puddings are baking, warm the beef gravy according to package instructions or your recipe.
Once the Yorkshire puddings are cooked, remove them from the oven and let them cool slightly in the tin before carefully removing them.
To assemble the sliders, spread a small amount of horseradish sauce inside each Yorkshire pudding cup. Fold or roll slices of roast beef and place them inside the cups.
Drizzle with warm beef gravy and garnish with chopped fresh rosemary. Serve immediately.
